The origin of the Shiohi Festival is not known, but according to folklore, samurai warriors came to this area in the late 15th century and settled in the shrine neighborhood (Terayama). As the population increased, they set about planning a festival. The Shinto priest gave them instructions to fix a bamboo stick on to a luggage cart, attach a flag bearing the shrine crest to it, and pull it around the town to the sound of festival music. Thereafter, as the town developed, the current style of the float festival held by the five groups Higashi-gumi, Ishibashi-gumi, Nakagiri-gumi, Tanaka-gumi, and Nishi-gumi was established. During the Edo period, Naruse Hayatonosho, a chief retainer of the Owari clan feudal lord and lord of Inuyama Castle, gave to the town banners indicating the rank of Daimyo, along with fields yielding 100,000 koku of rice, soldiers' hats with gold backing, battle surcoats, formal battle skirts, and pieces of gold, and the festival of Omi Nagahama was hugely prosperous.

In this lively festival, five floats with portable shrines on board are pulled down to the beach at low tide, aligned closely side by side, and are pulled up to land again in an event closely connected with the legend that the enshrined deities came ashore from the sea.

In a recent study conducted by specialists, it was recognized that the style and tradition of the festival had been perfectly preserved and inherited for more than 300 years, and it was designated as a national important intangible folk-cultural property in 2006.
