The Nishi-Narawa District Festival is centered on a parade by two floats, Nishi-gumi Keishinguruma and Hikozu-gumi Hinodeguruma, and on Shinto rituals at the shrine. The festival is held by two mismatched groups of different sizes, namely Nishi-gumi, which consists of an area that has long been called Hongo (main village), and Hikozu-gumi of the Hikozu area, which is an Edago (a branch village from Hongo). Although the festival used to be held on October 15th, it is said that the date was changed to April 15 in the Meiji period. It is currently a Saturday and Sunday in mid April (no later than the 15th and 16th).

This region has been nurtured by a rich history, and within it there stands the Tenryuzan Joraku-ji Temple built in 1484, famous for the Bussho-ji Temple legend of the Heian period and its association with Tokugawa Ieyasu. In front of the temple gates is the storage for the Nishi-gumi Keishinguruma float (Miyamotoguruma float).

The float parade is held centered on the Naruishi-jinja Shrine and travels around visiting all ten shrines, subordinate shrines and Akiba Shrines, within the district. At the Naruishi-jinja Shrine, dolls on the front part of the float and Karakuri dolls on the upper part of the float are dedicated, and a shrine maiden dance is dedicated at the shrine. On Sunday, rice cakes offered by shrine parishioners are thrown in the largest scale event of its kind in the city, and the shrine grounds overflow with people. The two floats are taken down from the shrine on the hill before sunset, and they are returned at dusk to their storage with joyful memories.
